 RESEARCH EXPERTISE:

 Trained in agricultural economics.  Worked closely with biological and physical scientists in
 
agriculture for most of professional career.  Expertise in economics of agricultural production
 
systems; societal benefits from agricultural research; technological advance and structural
 
change in agriculture; impact assessment of agricultural technology and policy; and non-point
 
source pollution from agricultural cropland water runoff.

ADMINISTRATIVE EXPERIENCE:

Administered rural development programs of the Institute of Food and Agricultural Sciences, University of  Florida, encompassing agronomic, horticultural, and animal production systems and rural sociology research and extension programs during 1971-75.  Administered research on economic benefits of agricultural research for national association of experiment station directors (ESCOP) during 1978-94, encompassing planning and analysis of budget requests for CSREES/USDA with OMB, Executive Office of the President.

Administered research programs of Texas AgriLife Research at four locations in south Texas.  Scope of the research programs includes cropping systems for agronomic crops (cotton, grain sorghum, corn, oilseed crops, biofuels crops and grasses), beef cattle reproduction/production, reproduction in the mare, forage production systems and native plants for livestock and wildlife, shrimp mariculture, sea urchins for human health and ecotoxicological research and education, and water quality from agricultural runoff. The research encompassed the disciplines of economics, entomology, plant pathology, plant physiology, soil science, weed science, beef cow and mare reproductive physiology, maturation/reproduction/nutrition/grow-out of shrimp, and reproduction/production/nutrition of sea urchins.

FOREIGN RESEARCH EXPERIENCE:  

 Research in Latin America, 1968-74; Thailand, 1984; East and West Africa, 1997- 2001:
 Columbia (Sinu River Valley) – economics of drainage, irrigation, and enterprise diversification
 
among crops (cotton, corn, grain sorghum) and beef fattening enterprises.

 Venezuela (West of Lake Maracaibo) – livestock/forage/concentrate production systems for
 
dairy farms.

 Guyana (Intermediate Savannahs) – economic potential for beef cattle, grain sorghum and
 
legume-seed production systems.

 El Salvador – costs and returns of vocational agricultural training in El Salvador.

 Thailand – size economies and comparative economic advantage for long-grain rice production.

 Kenya – economic benefits from dairy technology improvements and transfer.

 Mali – economic benefits from sorghum/millet variety and cultural practices improvements.
